PROBLEM TO BE SOLVED: To suppress frequent and unnecessary switching of a control mode in an excessively controlled state. SOLUTION: A variable manipulation signal input part 11 fetches a manipulated value MV outputted from a controller. A filtering operation part 12 executes filtering processing of a primary delay characteristic to the manipulated value MV. The filter time constant of the filtering operation part 12 is set to a value for averaging the fluctuation of the manipulated value in the excess state of a control system. A mode switch signal output part 13 outputs a mode switch signal SW to the controller for switching a system from a first control mode during the operation to a second control mode in standby when the control ability of the controller, which a manipulated value MV' after a filtering processing shows, drops to a minimum value.
