PROBLEM TO BE SOLVED: To detect a C/N ratio at high speed from a receiving signal. SOLUTION: An eye centering measuring instrument 86 measures an encoding decision point by a peak timing signal supplied from a timing signal creating circuit and an amplitude signal supplied from an interpolator and detected by an amplitude detector 85 an outputs it to a multiplier 92 with an amplifier 87, a subtracter 77 and an inverse number creator 89. A zero-cross point measuring instrument 90 measures an encoding change point by a zero-cross timing signal supplied from the timing signal creating circuit and the amplitude signal supplied from the interpolator and detected by the amplitude value detector 85 and outputs it to the multiplier 92 through a subtracter 91. The multiplier 92 multiplies the supplied signal and a dB converter 93 converts the supplied signal into a decibel unit signal and outputs it to a display circuit.
