PROBLEM TO BE SOLVED: To allow a user of a mobile station to acquire base station busy information by distributing traffic and preventing congestion of a control channel in mobile communication. SOLUTION: A base station BS 1 monitors the number of busy communication channels. When the number exceeds a 1st threshold value, the base station BS 1 allows a busy mobile station belonging to the base station BS 1 and located in an overlapped radio area with an adjacent base station BS 2 with low traffic to hand over to the other base station BS 2. Furthermore, the base station BS 1 brings a standby mobile station belonging to the base station BS 1 and located in an overlapped radio area with the adjacent base station BS 2 with low traffic to the adjacent base station BS 2 so as to distribute the traffic. When there is no available communication channel, the base station BS 1 informs the standby mobile station about the information and the mobile station receiving the notice enters a dialing disable standby state. Thus, congestion of control channels of the base station BS 1 due to useless redialing is prevented.
