PROBLEM TO BE SOLVED: To prevent occurrence of lost elderly people or lost children by comparing identification information registered to a mobile set with identification information received from a base station at present and making a call on the basis of a preset telephone number when they are different. SOLUTION: When a mobile set starts its operation, a PN offset 400-11 is registered by the operation of the user. The PN offset 400-11 once registered is valid until registration is made again. A PN offset value comparison section 113 compares a PN offset 400 detected by a PN offset detection section 111 with the PN offset 400-11 registered in a zone registration section 120. When the both are coincident, they are periodically compared. When the both are different, that is, the PN offset 400 detected by the PN offset detection section 111 is changed, the PN offset 400 is stored in the zone registration section 120, a dial instruction section 114 instructs dialing to a preset telephone number and the operation is finished.
