PROBLEM TO BE SOLVED: To set up a discharge starting voltage in an extremely easy manner and realize a stable switch operation superior in environment-resisting properties. SOLUTION: With a second voltage E+E1 higher than a first voltage E producing a main discharge placed between main electrodes 1, 2, a sub-discharge is detected by moving the electrode 2 constituting the main electrodes, the movement of the electrode 2 is halted at a position where the detection takes place, and an electrode distance d at the halt position is set up as a discharge starting distance. Because the adjustment of the electrode distance for starting discharge is performed by using a voltage higher than a voltage producing a main discharge, a discharge starting voltage can be set up in an extremely easy manner, and stable switch operation less liable to be affected by environmental conditions can be performed.
