PROBLEM TO BE SOLVED: To reduce the transmission amount of management information such as contact information from a broadcasting station, to manage plural customers altogether and to manage the customers as before as well. SOLUTION: A shared group ID as well as an individual ID(identification information) can be registered in an IC card 20 and the shared group IC is transmitted for the respective plural IC cards from a broadcasting center first. At the time of receiving the group ID, this broadcasting receiver registers it through an IC card interface 16 to the IC card. When it is registered to the other cards similarly, the plural IC cards to which the shared group ID is registered are formed. Thereafter, just by transmitting the contract information or the like to the shared group ID once from the broadcasting center, the contract information is simultaneously registered to the plural IC cards, the transmission amount of the management information is reduced and the plural customers are managed altogether. Also, when the contract information or the like is transmitted from the broadcasting center to the individual ID of each IC card, the customers are managed for each individual IC card as before.
