PROBLEM TO BE SOLVED: To perform the stable operation of a PLL(phase locked loop). SOLUTION: A current control means 1a adjusts a current amount for controlling an oscillation frequency by a voltage. A gain control means 1b reduces the gain of the oscillation frequency for a neighborhood frequency close to the center frequency, enlarges the gain for the frequency other than the neighborhood frequency and continuously switches the gain based on the current amount.
