PROBLEM TO BE SOLVED: To provide an electrolytic capacitor which is low in impedance and excellent in lifetime characteristics. SOLUTION: An electrolyte solution which contains an aqueous mixed solution composed of 20 to 80 wt.% organic solvent and 80 to 20 wt.% water and at least an electrolyte selected out of preferably carboxylic acid, carboxylate, inorganic acid, and its salt is used for an electrolytic capacitor, and provided that the permeability index of ethylene glycol is represented by 1, an elastic sealer is formed of vulcanized resin IIR or IIR-EPT whose ethylene glycol permeability index is 0.5 or below.
