PROBLEM TO BE SOLVED: To prevent collapse of a path within an exhaust pipe when the exhaust pipe is heat-sealed to an opening of the end of a lamp bulb. SOLUTION: A taking-out and putting-in mechanism 15 holding a pipe 14 is driven, the pipe 14 is inserted into an opening of the end of a lamp bulb 1, then inserted into an exhaust pipe 6 to be heat-sealed to the lamp bulb 1, and taken out after heat-sealing. Even if the exhaust pipe 6 is made small and thin, collapse of a path within the exhaust pipe 6 when the exhaust pipe 6 is heat-sealed to the lamp bulb 1 is prevented with the pipe 14, and the path within the exhaust pipe 6 heat-sealed to the lamp bulb 1 is ensured. The pipe 14 being taken out of and put into the exhaust pipe 6 is guided with a pipe guide 16, slid on the center line of the exhaust pipe 6, surely inserted into the exhaust pope 6, and since the exhaust pipe 6 is pressed during sliding, and the position dislocation of the exhaust pipe 6 is prevented.
