PROBLEM TO BE SOLVED: To uniformly pack a water retaining material in the voids in the interior of a hardened body without coating the surface of foamed plastic with cement by mixing cement with a coarse aggregate, a foamed plastic and a highly water absorbing resin and hardening the mixture. SOLUTION: At least cement, a coarse aggregate, a foamed plastic and finely particulate highly water absorbing resin impregnated with water are mixed and the cement is hardened to give a porous concrete. The mixed amounts are 50-120 l/m3 of cement, 50-650 l/m3 of the coarse aggregate and 100-430 l/m3 of the foamed plastic. The amount of water impregnated in the finely particulate highly water absorbing resin is preferably 10-30 wt.%. Preferably the particle diameter of the coarse aggregate is 10-30 mm, the size of the foamed plastic is 1 mm3 to 5 cm3 and the particle diameter of the finely particulate highly water absorbing resin before water absorption is 0.02 to 1 mm. A urethane foam can be used as the foamed plastic. Preferably the plastic is finally added in the mixing order.
