PROBLEM TO BE SOLVED: To eliminate exposed parts of a pattern and use inexpensive materials such as carbon resin by forming a conductive layer comprised of a conductive material in areas without power feeding at both side ends of a sheet material conveyance direction and performing power feeding by bringing the conductive layer and a feeding means into contact with each other. SOLUTION: An electrode member is composed of conductive electrode and earth plates 36'a and 36'b wherein each teeth are shaped in an independent comb teeth shape and are arranged in plurality on a belt member facing each other in the direction perpendicular to the conveyance belt moving direction. In the moving direction of the belt member, conductive areas 36'E1 and 36'E2 for supplying electric power comprised of a conductive material are provided parallel to the moving direction and wider in the conveyance belt moving direction than the width of the electrode and earth plates 36'a and 36'b, and a power feeding member is provided, connected to a high-voltage power supply and in contact with each conductive areas 36'E1 and 36'E2 with a predetermined pressure. Positive or negative voltage is applied to the conductive area 36'E1 comprised of a conductive material of the electrode plate 36'a by the feeding member, and the conductive area 36'E2 comprised of a conductive material of the earth plate 36'b is earthed.
