PROBLEM TO BE SOLVED: To provide a stirring apparatus capable of preventing a suspended substance from being finely devided caused by the reaction with a flocculant in order to perform stirring with various flow velocities and different water streams, and high in stirring density. SOLUTION: The stirring apparatus is constituted of a primary water suction pump 2 sucking and stirring a liquid to be treated, a secondary water suction pump 3 communicating with the primary water suction pump 2 to again suck and stirr the liquid to be treated and the flow velocity varying load generating cylindrical part 4 communicating with the secondary water suction pump 3 and generating various flow velocities and water streams to perform stirring and flocculant injection valves 7, 7a are provided on the inlet side of the primary and secondary water suction pumps 2, 3 and the flow velocity varying load generating cylindrical part 4.
