PROBLEM TO BE SOLVED: To provide a coating solution for transparent film formation, which is capable of forming a film that is excellent in scratch resistance, acid resistance, alkali resistance, water resistance and insulating property, is excellent in adhesion to an electrode film or an aligned film made of a highly hydrophobic resins such as a polyimide resin, and is able to reduce an impurity ion component in a liquid crystal, and a film-attached substrate and a liquid crystal display cell, both having such a film as mentioned above. SOLUTION: The coating solution for the formation of a transparent ion getter film comprises (A) a matrix-forming component, and (B) ion-adsorbing inorganic fine particles, each dispersed in a mixed solvent of water and an organic solvent, wherein the ion-adsorbing inorganic fine particles (B) have an average particle size ranging from 1 nm to 10μm, and the ion-adsorbing inorganic fine particles have an ion adsorption capacity ranging from 0.1 to 3.0 mmols/g.
