PROBLEM TO BE SOLVED: To perfectly sterilize micro-organisms in a composition inexpensively, safely, and efficiently without damaging quality of the composition containing a surface active agent, by heating and treating the composition containing the surface active agent at a specific temperature and for a specific period, under existence of a specific ratio of anticeptic. SOLUTION: A composition containing a surface active agent which contains 0.1-2 wt.% anticeptic is guided into a storage tank 3, and then it is transferred to a heat exchanger 4 for heating through a pump 13. A heating medium is circulated to the heat exchanger 4 for heating from hot-water tank 1 for heating through a pump 11 in order to heat the composition containing the surface active agent. The composition containing the surface active agent in the heat exchanger 4 for heating is heated at 45-70 deg.C and is treated by a sterilization pipe 6 for only 15-600 sec. While, the sterilized composition containing the surface active agent is transferred to a heat exchanger 5 for cooling, and then is transferred to a filling machine 7. A cooling medium is circulated to the heat exchanger 5 for cooling from cold-water tank 2 for cooling using a pump 12 to cool the composition containing the surface active agent.
