PROBLEM TO BE SOLVED: To improve workability by arranging an incombustible floor panel by removing a prescribed part of the opening part periphery arranged on a floor surface, and arranging a floor plate in an unremoved part. SOLUTION: For example, an existing mortar layer 7 of the opening part periphery after removing an existing Japanese style toilet bowl is removed in a range up to a floor finishing surface from an upper surface of a concrete slab 8 to remove an existing waste pipe. Next, an incombustible floor panel 2 is fixed to an under surface of the slab 8 by an anchor bolt 10, and a floor plate l is fixed on the layer 7 by quickly hardening mortar 9. The panel 2 is fixed to a lower part of the layer 7 from the Japanese style toliet bowl arranging floor side. Next, a material by sandwiching resin impregnated paper by a thin metallic plate is used as the plate 1, and a height adjusting support leg may be arranged. When newly arranging sanitary equipment, a though hole is arranged in the plate 1 and the panel 2, a water supply pipe and a waste pipe are arranged, and the sanitary equipment is installed on the plate 1. Thus, execution work can be easily performed in a short construction period without backfilling an opening part by mortar.
