PROBLEM TO BE SOLVED: To provide a construction method of an underwater foundation which enables prevention of a phenomenon of boiling. SOLUTION: A foundation structure 10 is divided into a foundation part 12 and a skirt part 14, and when the structure is towed to a construction site, the foundation part 12 is sunk and installed on the ground 26 of the bottom of the water. The skirt part 14 is sunk and installed subsequently. On this occasion, the lower end side of an edge part 28 of each skirt block 25 is put in and inserted into a circular space 36 and made to penetrate into the ground 26 to a prescribed depth. The pressure inside a recessed part 20 is reduced thereafter by operating a pressure reducing device connected to a suction passage 24, and a suction load is impressed to sink the underwater foundation structure 10 to be provided in the ground 26 of the bottom of the water, whereby construction thereof is completed.
