PROBLEM TO BE SOLVED: To transmit a color image or a multi-value color image that is efficiently color-coordinated with a simple configuration. SOLUTION: A scanner 12 uses an A/D converter section to convert color image data read by a CCD 14 into digital data and stores the converted data into an image storage section 22. An analysis section 23 uses a detection section 23a to read image data by one line each from the image storage section 22, a header generating section 23b, when the read image data is judged to be the same color image data, generates a header including area information and color information of the data parts in the same color, and an image data generating section 23c excludes the same color image data from the image data to produce resulting image data. A communication section 24 combines a communication header denoted by a communication header generating section 23b, a header generated by the header generating section 23b and image data consisting of only different color image data produced by the image data generating section 23c and transmits the combined data to a personal computer 11 via a communication cable 13.
