PROBLEM TO BE SOLVED: To attain acceleration and the simplification of a device while reducing an operation amount by providing a butterfly arithmetic means and a selector means, etc., for selectively outputting either the outputs of first and second product sum operating means or the output of the butterfly arithmetic means according to a control signal. SOLUTION: Discrete cosine transformed(DCT) and inputted onedimensional image signals S10-1 and S10-2 are inputted to first and second product sum operating means 11-1 and 11-2. Outputs S11-1 and S11-2 of the first and second product sum operating means 11-1 and 11-2 are respectively inputted to a butterfly arithmetic means 12 and a selector 13. Further, an output S12 of the butterfly arithmetic means 12 is inputted to the selector 13 and an output S13 of the selector 13 is outputted to an external terminal. Besides, an inputted control signal S14 is inputted to the second product sum operating means 11-2 and the selector 13. Then, when performing a resolution conversion into 1/2 to the DCT and inputted one-dimensional image signal, the control signal S14 is turned on.
