PROBLEM TO BE SOLVED: To provide a DC-to-DC converter capable of protecting FET for reflux (FET for synchronous rectification) with less power consumption. SOLUTION: The DC-to-DC converter 100 is provided with a surge clamp circuit 10 connected in parallel between the drain terminal and source terminal of FET6 for reflux provided in a synchronous rectifying means 50, and the surge clamp circuit 10 is provided with a diode 11 for clamp and a reference voltage source 12. The reference voltage source 12 rectifies and smoothes the secondary winding voltage of a transformer 3 to generate a reference voltage Vr.
