PROBLEM TO BE SOLVED: To provide a traffic flow measuring instrument which can accurately measure a traffic flow even when the flow contains the shadows of vehicles and a tall large-sized vehicles. SOLUTION: A traffic flow measuring instrument is provided with an input device 1 which picks up the image of a road, a vehicle detecting means 20 which sets a vehicle detecting area at a certain point on the road, detects the vehicles passed through the vehicle detecting area by processing the image data obtained from an image picking-up section, and outputs vehicle detecting signals, and a general purpose computer 3 which calculates the information on a traffic flow based on the information on the rising time and falling time of the vehicle detecting signals between two vehicle setting areas which are set at a fixed interval in the advancing direction of the vehicles.
