A non-conducting substrate of permanent weather resistance obtained by: (a) coating of a dispersion onto the substrate containing: (i) at least one dispersing agent, (ii) at least one powder hardenable by heat or UV radiation, and (iii) at least one organic silicon compound and polyethyleneimine; (b) drying of the substrate to form a powder layer on it; and (c) hardening of the powder layer is new.
