A non-conducting substrate of permanent weather resistance obtained by: (a) coating of a dispersion onto the substrate containing: (i) at least one dispersing agent, (ii) at least one powder hardenable by heat or UV radiation, and (iii) at least one organic silicon compound and polyethyleneimine; (b) drying of the substrate to form a powder layer on it; and (c) hardening of the powder layer is new. The organic silicon compound has the formula (I): where: X = -O- or -O-CO-; Y = H, -(CH2)nZ or -(CR=C)nZ; Z = halogen, -NRR, -OR, -SR, or (II): where halogen = F, Cl, Br, or I, R, R, R, and R = H, alkyl, with functional groups substituted by alkyl, phenyl, or phenyl alone, R = H, alkyl with functional groups substituted by alkyl, phenyl, or substituted by phenyl, alkoxy, and carbonyl; n = 1-10, preferably 2.
