PROBLEM TO BE SOLVED: To obtain a binder capable of binding powder particles to one another or powder to a substrate through sufficiently large binding force as a result of its kneading with the powder in a short time by using an aqueous dispersion containing a specified amount of a nonionic surfactant. SOLUTION: This binder consists of an aqueous dispersion comprising (A) a nonionic surfactant of formula I ((x) is 4-12; C6H4 is phenylene; and (p) is 5-20)(e.g. polyoxyethylene alkyl phenyl ether-based surfactant) and/or a nonionic surfactant of formula II ((y) is 8-18; (q) is 5-20; and (r) is 0-2)(e.g. polyoxyalkylene alkyl ether-based surfactant), (B) polytetrafluoroethylene microparticles produced by emulsion polymerization, and water. The content of the component A is 1.5-4.0 wt.% based on the component B, and the aqueous dispersion preferably contains the component B at 20-65 wt.%.
