PROBLEM TO BE SOLVED: To provide a device capable of heating, without trouble, the end face in the coil width direction and the wound part in the coil, during the winding, unwinding and moving of the coil. SOLUTION: The device is provided with a winder 4 for coiling a rolled stock 1 without a core, an unwinder 5 which is installed on the downstream side of this winder 4 and which unwinds the wound coil 3, a moving roll 6 which is installed between the winder 4 and the unwinder 5 and which moves the coil 3, and a coil moving apparatus 7 for holding the coil 3 and moving between the winder 4 and the unwinder 5. The coil moving apparatus 7 is equipped with an arm 14 that rotates around a fixed point and that holds the winder side of the coil 3 by a roller 14b attached to the tip end, and with an arm 15 that similarly rotates around a fixed point and that holds the unwinder side of the coil 3 by a roller 15b attached to the tip end.
