PROBLEM TO BE SOLVED: To carry out the oxygen four-electron reduction under the lenient conditions of neutral environment, normal temperature and normal pressure by containing a cobalt complex in poly(2,3-dicarboxy aniline) represented by a specified formula in an oxygen four-electron reduction catalyst for four- electron reducing oxygen and preparing water. SOLUTION: In a catalyst for four-electron reducing oxygen, a cobalt complex is contained in a poly(2,3-dicarboxy aniline) in the state of reduction. In the formula, R1 and R2 are each residual organic group, and (n) is an integer of 2 or more. Also in the formula, one kind out of hydrogen atom, alkoxy, carboxyl, alkoxy carbonyl, nitro, cyano and the like is used preferably for R1 and R2. The oxygen four-electron reduction catalyst is prepared by containing a cobalt complex in a copolymer composed of a poly(2,3-dicarboxy aniline) or a composite composed of poly(2,3-dicarboxyl aniline) and a conductive polymer.
