PROBLEM TO BE SOLVED: To enable a high quality shoe mat to be manufactured by setting cloth with pile thread in prescribed dimensions at prescribed intervals on a long rubber substrate into a long laminated body and heating and pressing the laminated body in manufacture of a shoe mat set on entrance of a shop or office. SOLUTION: When a shoe mat, which is made of a rubber back lining sheet 4 is vulcanized and fused to the backside of cloth 3 with pile thread, is continuously manufactured, the cloth 3 cut in prescribed dimensions is supplied onto a conveyor 11 by a supply device 12 and laterally increasing rubber 5 is supplied onto the cloth 3 by a supplying device 13. Longitudinally increasing rubber 6 and rubber substrate 7 are orderly supplied from supply devices 14, 15 to the cloth 3 via press rolls 33, 42 to form a long laminated body 10. Expansion adjusting grooves are formed on the laminated body 10 at prescribed intervals by a cutter 17. Then the laminated body is vulcanized by a vulcanizer 2 with a heating device 55 and a press device 56 and then cut separated into individual mat at the position of the expansion adjusting grooves.
