PROBLEM TO BE SOLVED: To decide a characteristics of a communication relation which are in matching with a desired item at a given time by means of a simple and convenient method. SOLUTION: In this method, an input device (IN) decides a primary characteristics as a required input value (INPUT) needed for classifying a communication relation and gives the characteristics to a sorter (SORT), which sorts primary characteristics into a 1st characteristics group (INKP), including a primary characteristics relating to a communication opposite party taking part in the communication, a 2nd characteristics group (INDT) consisting of a primary characteristics related to a kind transmitted by a framework of relation of communication, and a 3rd characteristics group (INCT), including a primary characteristics relating to a type of at least one connection of the relation of communication. The sorted characteristics are given to a processing unit (MAT). The processing unit (MAT) gives the characteristics to a decision matrix, where characteristics which are requirements for the communication relation that are secondary characteristics are decided as an output variable (OUTPUT).
