PROBLEM TO BE SOLVED: To predict the whole route of a general moving object. SOLUTION: The observation information of a moving object at each time is obtained based on the observation data acquired by a sensor 10. The observation information is stored in a target information memory means 12 as the time series information. Multiple histories of a series of past observation information are stored in a route history data base 13. A route zone generating means 14 extracts the series of similar observation from these histories and generates multiple route zones indicating the ranges of moving ways of the moving object based on the series. A similarily calculating means 16 calculates the similarily between the route zones and the observation information in the target information memory means 12. A route judging means 17 estimates the route zone having high similarity to the present route as the route zone of the moving object and outputs it to a disposed means 19.
