PROBLEM TO BE SOLVED: To prevent the interference between an engine and an electromagnetic moving valve device adjacent to it without increasing a dimension and a weight of the engine by reducing the friction of a distance block holding two electromagnets at a predetermined interval and an armature and regulating a rotation angle of the armature. SOLUTION: Shapes of planes of electromagnets 111, 112 and an armature 110 are substantially rectangular shapes which are short in the longitudinal direction of an internal combustion engine and long in the longitudinal direction and the vertical direction. A shim 115 adjusting a clearance between a distance block 116 holding two electromagnets 111, 112 at a predetermined interval and the armature 110 is provided in at least a part of a surface where the distance block 116 opposes to the armature 110.
