PROBLEM TO BE SOLVED: To obtain a through anchor with reduced cost which can prevent residual stress in molded plastic as well as plastic cracking without sacrificing the strength and sliding smoothness of the webbing. SOLUTION: A through anchor 10 comprises a metal body portion 10A and a plastic covering portion 10B which is integrally molded with the metal body. One end of the body portion 10A in the longitudinal direction is not covered with the covering portion 10B, so as to be an exposed portion 22. An auxiliary cap 24 is fitted to the exposed portion 22 to cover that portion. Even if the covering portion 10B shrinks after molding, residual stress in the molded covering portion 10B is prevented since one end thereof (i.e., the portion equivalent to the exposed portion 22) is not covered. Therefore, no plastic cracking will occur in the covering portion 10B, which makes it possible to use inexpensive plastic materials, thereby reducing the cost.
