PURPOSE: A method for encoding B3ZS(Bipolar with 3 Zero Substitution) and an apparatus thereof are provided to enable accurate and stable encoding by reducing the number of component logic element required for B3ZS using toggle characteristic of T flip flop, thereby improving the stability of digital data transmission. CONSTITUTION: A toggle latch part for determining polarity detects as violation when '0 0 0'data is input by a violation detection part(200) and '0 0 0'data is supposed as 'B 0 V', continually toggles if pulse is input, and is reset in case that B point data become enabled or in case that B point data become disabled and V point, thereby determining the polarity.
