PURPOSE: Provided is a process for producing low carbon wire rod for cold rolling which has excellent scale property. Thereby, it is possible to produce a low carbon wire rod which has excellent scale property unlike conventional carbon wire rod. CONSTITUTION: The process contains following the steps of: extruding a steel comprising0.04-0.25% of C, 0.03-0.25% of Si, 0.30-1.00% of Mn, 0.02% or less of P, 0.01% or less of S and F; cooling the steel at a ratio of 300-450°C/sec to wind at a temperature of 830-900°C; transporting the steel into conveyor belt; first cooling at medium cooling ratio of 7-10°C/sec to 650 plus or minus 30°C; second cooling at medium cooling ratio of 4-6°C/sec to 570 plus or minus 30°C; and then third cooling at medium cooling ratio of 7-10°C/sec to normal temperature. Preferably, the first cooling temperature is 7-10°C. Preferably, the second cooling temperature is 4-6°C. Preferably, the third cooling temperature is 7-10°C.
