PROBLEM TO BE SOLVED: To easily allocate an address peculiar to a receiving terminal device and to transmit prescribed data when the prescribed data is transmitted by allocating an inherent address specifying a receiving terminal device to data to be broadcasted as a transmission destination when broadcasting is performed to an unspecified majority of receiving terminal devices. SOLUTION: A setting server 7 obtains authentication confirmation based on satellite internet use request data D1 consisting of a client name and a password and then, generates a unique MAC address AD2 designating the destination of a client PC 4 based on an allocated IP address AD1 for a satellite internet and the service ID of a provider. Then, address data AD3 consisting of the IP address AD1 for a satellite internet, the address AD2 and the service ID are dynamically allocated to the client PC 4, the address AD1 for a satellite internet and the address AD2 are allocated to data to be transmitted, and the data are transmitted.
