PROBLEM TO BE SOLVED: To provide a system capable of eliminating the non-matching between a register adjusting amount and an actual gift coupon issuing amount in a gift coupon issuing site. SOLUTION: This gift coupon issuing system for issuing a gift coupon linking with a register device 12 is provided with a gift coupon issuing device 13 consisting of a hopper part for placing the gift coupons, a feeder part 132 for feeding the gift coupons based on an issuing instruction and a stacker part 135 for paying out the issued gift coupon, and with a controller 11 for controlling them. The controller 11 judges the necessary number of gift coupons, and feeds and pays out the necessary number of gift coupons by operating the feeder part 132 based on the gift coupon sales amount establishment and issuing instruction of the register device 12. When plural necessary gift coupon types exist, plural hopper parts 131, feeder parts 132 and stacker parts are provided, thereby deciding the necessary issuing numbers of the types of the gift coupons.
