PROBLEM TO BE SOLVED: To speed up an operation by outputting compressed data of a composite image by performing variable-length encoding of a quantized DCT coefficient and side information including a moving vector. SOLUTION: A quantization part 8 quantizes a composite DCT coefficient from a DCT coefficient replacement part 7 and outputs the result as a quantized DCT coefficient to a variable-length encoding (VLC) part 9 and a reverse quantization part 10a of a local decoder 10. Then the VLC part 9 performs the variable-length encoding of the quantized DCT coefficient from the quantization part 8 and the moving vector from a movement detection part 11 and outputs compressed data 103 in the original moving picture expert group(MPEG) format. The local decoder 10 decodes the quantized DCT coefficient from the quantization part 8 by the reverse quantization part 10a and an IDCT part 10b by a decoding method prescribed to the MPEG format as well as the decoder 1 and outputs a 2nd reference image compensated on the basis of the moving vector obtained by a movement compensation part 10e to a subtracter 5 when further obtaining the moving vector.
