PROBLEM TO BE SOLVED: To exclusively and completely use all the many functions for computer supervision by controlling update right to a computer which a supervisory object at a supervisory center, placing limits on other devices, so that only a device in the supervisory center having the updating right can conduct update control job and by also conducting update exclusive control among supervisory centers. SOLUTION: When a device A1 of a supervisory center A makes update scanning to a computer A, first an update request processing section 11 of the device A1 receives an update scanning request. The update request processing section 11 gives the request to a basic processing section 12 of the computer A. The basic processing section 12 distributes the processing to a relevant section according to contents of the request and gives the request to an update right reference processing section 13, when the request indicates a reference of the updating right. The updating right reference processing section 13 references the contents of an updating right information storage section 15 and returns the result. The result is displayed on a screen of the device A1. When the request indicates switching of the updating right, the basic processing section 12 outputs the request to an updating right switching processing section 16.
