PROBLEM TO BE SOLVED: To provide a program development assisting device which can automate the history management of a program created by more than one developer. SOLUTION: The program development assisting device is equipped with a server application 5 composed of a data control part 6 and an access control part 7; and the data control part 6 comprises a data transmission and reception part 6a which sends and receives data and a relative information generation part 6b which generates relative information corresponding to development information of the program generated by developers and the access control part 7 comprises a setting registration part 7a which sets conditions of access and an access management part 7b which controls access according to the conditions.
