PROBLEM TO BE SOLVED: To improve the processing efficiency for DMA(direct memory access) transfer by performing DMA transfer between a data buffer and an encoding means or a decoding means continuously in plural lines even in the case of the data buffer whose storage capacity is smaller than one page. SOLUTION: A DMA control part 9 makes the DMA address of a reference line of a data buffer (storage means) 8 follow the DMA address of an encoding line or makes the DMA address of the reference line of the data buffer 8 follow the DMA address of a decoding line. Only a two-track portion of a storage area as the reference line and the decoding line is reserved in the data buffer 8, and toggle management of the DMA address of the reference line and that of the encoding line can be performed in the unit of lines.
