PROBLEM TO BE SOLVED: To prevent black spots from being put on an output image due to developing flocculated toner and to prevent an abnormal image from being formed due to irregularities in the case of forming a magnetic brush caused by clogging with the flocculated toner between a layer thickness regulating member and a developer carrier. SOLUTION: This developing device 30 forms a magnetic brush on a developer carrier 31 by a magnetic carrier and toner, and development bias is applied to the developer carrier 31 so as to develop the toner on a latent image carrier. In this case, a rotatable roller type developer leveling member 36 is installed on the upstream side from a layer thickness regulating member 35 which regulates the developer layer thickness on the developer carrier 31. The developing device 30 such as this is installed in the image forming device. |
