PROBLEM TO BE SOLVED: To permit to execute good humidity control without scattering the powder of a humidity control agent by filling a bag of moisture-permeable and waterproof sheet with a humidity control agent and placing it on a mesh sheet laid on underfloor soil surface. SOLUTION: A moisture-permeable, waterproof bag is filled up with a humidity control agent and placed on a mesh sheet laid on underfloor soil surface. The humidity control agent is desired to be a mixture of inorganic porous bulk material having a mean pore radius of 20 to 100Åand a specific surface area of 20 to 200 m2/gr and bulk coal having a mean pore radius of 1.5 to 100Åand a specific surface area of 50 to 600 m2/gr, and the moisture- permeable, waterproof sheet is desired to be a mixture of polyorefin-based resin and an inorganic filler which is melted, extruded and formed with at least one surface of the formed sheet-shaped material having split cloth nonwoven fabrics, melted, adhered and uniaxial oriented. Also, it is desired to use synthetic resin mesh sheet having a porosity of 30 to 90%, a mesh size of 10 to 1000 mm2 and irregular surface with the thickness varying from 2 to 50 mm.
