PROBLEM TO BE SOLVED: To provide a swirl control valve which can stabilize a combustion condition by optimizing gas flow in a whole operating range of an engine. SOLUTION: A swirl control shaft 1 is mounted in an intake passage of an intake manifold so that it can move circularly. In this swirl control shaft, first valves 2a, 2b having a notch 2c with small opening area and second valves 3a, 3b having notches 3c, 3c with large opening areas are arranged such that they are substantially orthogonal to each other. The swirl control shaft 1 is controlled to move circularly so that the first valves 2a, 2b close the intake passage in low air area and that the second valves 3a, 3b close the intake passage in high air area.
