PROBLEM TO BE SOLVED: To provide a sampling clock generating device capable of normally generating a sampling clock without using an expensive optical member. SOLUTION: In this sampling clock generating device provided with a linear scale that a latticed light and dark pattern is plotted, a laser diode emitting a laser beam, a resonant scanner reflecting the laser beam and reciprocally scanning on the light and dark pattern in the prescribed direction, a photodetector detecting a reflection beam from the linear scale and a clock generation circuit 60 generating a clock answering to the scanning angle of the resonant scanner from the intensity of the reflection beam from the linear scale, a mask circuit 65 is provided in the clock generation circuit 60, and a signal generated based on the reflection beam from out of an area that the light and dark pattern is plotted is removed by the mask circuit 65.
