PROBLEM TO BE SOLVED: To provide an electrostatic charging device capable of performing the stable charge over a long period without being affected by the environmental change, and to provide a developing device or an image forming device being free from disturbance of the image by using the charging device as the charging device of the toner for developing or the transfer device of the toner image. SOLUTION: An electrostatic discharge electrode 2 and a control electrode 3 are formed in a belt state on an insulating substrate 1 in the lengthwise direction, and alternately arrayed at almost fixed interval. The discharging electrode 2 consists of a conductive electrode 2a and the semiconductor layer 2b covering the surface thereof, and the relation between the width L1 of the control electrode 3 and the width L2 of the discharge electrode 2 is set to satisfy the inequality of L1>3×L2. The voltage of the discharge starting voltage are applied between discharge electrode 2 and the conductive substrate by the constant current control, and the voltage so as to form the electric field inducing a specific electrostatic charge to the charged body layer side is applied between the control electrode 3 and the conductive substrate by the constant voltage control. |
