PROBLEM TO BE SOLVED: To obtain a sheet or a tape useful for rugs, or the like, for a kitchen, an entrance or a bathroom, capable of manifesting excellent non-slip properties even when a floor surface is wetted with water and having a non-slip layer without fouling the floor surface, or the like. SOLUTION: This non-slip sheet or tape has a non-slip layer prepared by coating a non-slip agent obtained by compounding an aqueous resin with inorganic hollow microparticles or the hollow microparticles coated with a coating of an inorganic powder and drying the non-slip agent on one surface of a substrate and a tacky agent layer on the other surface. The non-slip sheet or tape has non-slip layers prepared by coating the non-slip agent obtained by compounding the aqueous resin with the hollow microparticles or the hollow microparticles coated with a coating of the inorganic powder and drying the non-slip agent on both surfaces of a substrate. The aqueous resin is an emulsion obtained by carrying out an emulsion polymerization of anα,β-ethylenically unsaturated monomer. The glass transition temperature of theα,β-ethylenically unsaturated monomer is <=40 deg.C and the hollow microparticles are compounded in an amount of 0.1-30 pts. wt. based on 100 pts. wt. of the solid content of the aqueous resin.
