PROBLEM TO BE SOLVED: To prepare a transparent hydrophilic coated film. SOLUTION: A coating fluid comprising a preparation fluid composed of a homopolycondensate of a trialkoxysilane of the formula: R1-Si(OR2)3 (wherein R1 is a >=2C alkyl, alkenyl, aryl, aralkyl or one of various derivatives thereof; and R2 is a 1-4C alkoxy) or a polycondensate to be obtained from a trialkoxy- silane or an oligomer thereof and a metal alkoxide or an oligomer thereof is coated on a substrate and then subjected to heat treatment to shape the surface layer into a recess-and-projection-formed film.
