PROBLEM TO BE SOLVED: To provide a device and method for automatic measurement and control capable of connecting plural devices through a network, for automatically controlling an object to be controlled according to a control sequence described in a control procedure file which can be prepared by an editor or the like, and realizing information sharing and linking control between the devices. SOLUTION: This is an automatic measurement controller 11 for executing a control sequence described in a control procedure file for indicating a procedure for controlling an object to be controlled by using its own resource. In this case, this device is provided with a recording part for recording the change of resource information indicating the state of a resource such as a memory or built-in clock owned by its own device and an interface with the object to be controlled with the time, and a control part 5 for exchanging the resource information through a network 2 at the time of executing the control sequence described in the control procedure file for indicating the procedure for controlling the object to be controlled by using its own resource.
