An online system for registering payment obligations and executing expected value payment bets. To this core, a variety of enhancements are added including for: transferring payment, preventing fraud, guaranteeing payment, assigning payment, and charging users and rewarding users for given actions. Thus, the system can range from a minimal system for registering and executing payment bets to a system that acts as an online bank that utilizes the expected value payment method.
