PURPOSE: An electromagnetism device is provided to increase assembly performance of the magnet by improving a permanent magnet in a disk shape and forming a serration on a spool shaft to fix the magnetic. CONSTITUTION: A valve assembly(2) adjusting fluid flow and a spool shaft(3) rotating inside the valve assembly are installed inside a steering gear box(1). The spool shaft is connected to a steering wheel and equips a torsion bar(4). The torsion bar is combined with a pinion gear(5) with a spline. When an operator steers a steering wheel, the valve assembly is rotated by the pinion gear and a pin(12), in order to control the steering wheel by correlation of a channel formed on the valve assembly and the spool shaft. Steering force is getting bigger as the opening angle is the channel is getting smaller using absorption at high speed. Likewise, the opening angle is getting bigger using repulsive power at low speed and in a parking state.
