PROBLEM TO BE SOLVED: To efficiently improve immediate effectivity of foot heating in a vehicle air conditioner having a heating heat exchanger integrally provided with electric heating elements. SOLUTION: This vehicle air conditioner has a heater core 13 for heating air blown off into a cabin, a plurality of electric heating elements 137, 138 integrally installed to the heater core 13, a first control means for deciding an element number of electric heating elements 137, 138 capable of turning-on, and a second control means for turning on the electric heating elements 137, 138 according to the element number capable of turning-on decided by the first control means. The second control means turns on the electric heating element 137 disposed toward a foot opening part 22 by priority, of the electric heating elements 137, 138.
