PROBLEM TO BE SOLVED: To cool a cylindrical member heated at a high temperature in a short time by providing pressurizing means for respectively pressurizing one end side of plural heat sinks laminated along the periphery of the cylindrical member toward the periphery of the cylindrical member. SOLUTION: A shell 1 heated at a high temperature in the waiting condition is arranged between each heat sink 3-6 and 3-6, and when air cylinders 10, 10 are started so as to drive each support member 9 through each driving shaft 11, each support member 9 elastically pressurizes each heat sink 3-6 to the periphery of the shell 1 for contact through each spring 8. With this structure, the shell 1 is forcibly cooled by the electric heating to each heat sink 3-6. When a projecting part 2 of the shell 1 is brought into contact with a central heat sink 3 each other, the spring 8 is shrunken, and the heat sink 3 is thereby moved so as to form a space between the shell 1, but residual heat sinks 4-6 continuously contact with the shell 1.
