PROBLEM TO BE SOLVED: To recognize an object in spite of its movement. SOLUTION: The image which is photographed at an image pickup part 2 is quantized at a quantization part 11-1, and a class sorting part 12-1 adds a class number to the quantized image by a prescribed method and based on the result of quantization. Based on the class number, a histogram calculation part 13-1 calculates a histogram. A matching decision part 14 decides a degree of matching based on the histogram outputted from the part 13-1 and the histogram of an image that is outputted from the part 13-2 and stored in a storage part 4.
